CLAY COUNTY (KSNT) - Two Kansas counties are offering first-time home buyers a big discount in a new pilot program. The North Central Regional Planning Commission (NCRPC) announced on its website that Clay and Marshall Counties will be taking part in a new home ownership pilot program.
